I was claimed for the educ in 2009 and 2010 on my parents return. . Am I still eligible after having someone else use them for 2 years?

If you are speaking of the American Opportunity Tax Credit that credit is for four years of college. If your parents claimed two years of this then you would be eligible for another two years of this credit.
