Question

I was incarcerated from November 2009 to January 2020, and obviously did not nor could not file taxes for those years, so how and what do I file?

I'm self employed, but unable to work because of COVID. I haven't filed taxes since 2008, so I'm clueless. I'm trying to receive approval for the stimulus but my 'non-filers' is rejected because I don't have a tax payers pin number.

If you are getting taxable income in 2020, when you file your 2020 tax return in early 2021, you will be able to get the stimulus money on your tax return then.  The stimulus money that is being issued presently is based on  tax returns for 2018 and 2019--which you do not have.

Make sure the IRS has your current mailing address so you get the IP PIN mailed to you in January so you can file the 2020  return ...  mail in a form 8822 :  https://www.irs.gov/pub/irs-pdf/f8822.pdf

I think the customer means the 5 digit e-file PIN, not the 6 digit identity protection pin.

 

The first time you e-file, you pick a 5 digit e-filing pin that you can use for the rest of your life.  If you lose or forget it, you can also use your adjusted gross income (AGI) from the last year tax return.  If you have never e-filed, you will pick an e-filing PIN when you file your 2020 tax return.  If you e-filed prior to 2009 but forgot your pin, you could try zero (since you did not file in 2019, the system might take zero), or you will have to wait until you file your 2020 return and plan to mail your return instead of e-filing.
