Question

I was told I need to mail in a 8453 form, and on that form the last box was checked to submit a 8949. Can I just send in my 1099-B that has all of the sales listed instead?

Yes, in fact, this is what the IRS really wants when you are using summary transaction method of reporting and have to mail additional supporting documents showing transaction details.  Form 8453 specifically allows you to attach statements showing the details of the transactions reported using the summary method.  When you use the summary method on TurboTax, the Form 8949 produced by TurboTax is not going to have these supporting details - it will just be a summary.
