There are usually two main reasons as to why you cannot file your state tax return:

1. Until your federal return has been processed and accepted, your state will show as incomplete. Once the federal return has been accepted your state return will then show as processing and then either accepted or rejected by your state. There is a great FAQ about this, click here: https://ttlc.intuit.com/replies/3302294

2. Your state tax forms may not be finalized yet. Look for your state and see when the forms will be finalized: https://ttlc.intuit.com/replies/3319879

After an unending loops of trying to fix a form W error on our Michigan tax form, preventing me from submitting our information, and several unsuccessful attempts to delete the form since we have no W 2s to report (both run our own businesses), I finally entered my husband's social security number as payer, with 0 paid, and then I was able to submit the efiles for state and federal taxes for 2019. I searched for solutions here, but they referred to a tax tools dropdown that I could never find. The delete form button never worked either! I have never experienced such frustration in the past several years of using Turbo Tax, and I have no idea why this form appeared this year. I just hope the treasury departments don't give me grief over submitting this form. I may decide to switch to a different tax software next year because of this experience. I wasted an entire day struggling with this issue, and got no help at all from Turbo Tax. The wait for phone help was endless and not worth my time.
