Identity check with last year's AGI?

I performed the final steps in E-Filing both my Fed and State taxes.  In those steps, after you enter your driver's license, the screen requires last year's AGI for 2018.  I entered that number, however, last year I did not E-file, I had to send in a paper copy to IRS.  I verified they have my copies, because I requested transcripts for my forms which indicated the same AGI I entered.  I say all that, because I keep getting rejected returns, stating the number does not exist when in fact the IRS has them in their registry of forms.  I tried zero to enter this time as I re-sent an E-file, so now I am waiting for the return tomorrow or Tuesday to see if they accepted.  If they come back returned again with "the AGI amount does not match" what can I do to E-file? Could it be the IRS has last year's forms but they not entered into the system so Turbo Tax can see them?
