Question

If a self-employed has little income in 2020 due to pandemic, would that mean she "stopped working?" tx

The self-employment interview asks if she "stopped working." She tried to work, but business was slow all year. I'm checking, "NO, she didn't stop" working. tx

'Stopped working' would imply that all effort to make money had ceased and the business is no longer operational at all.  There would also be no intent to continue to pursue income for the business.  If the self-employed business is still functioning, but just with less income, then work has not stopped.
