Question

If a senior citizen who is 78 cannot file taxes and house tax in their name, can their dependent file it for their own taxes?

I've been living with my mother for years and claiming her on my taxes. In December 2020, she was put in a senior living facility. A few days ago, I received a form about her house tax. Since she cannot file, could I claim this on my taxes for the 2020 season?

    No.

    Why can't she file?

If she has problems, you should get Power of Attorney.

With that you can sign her tax return <your name> POA.

Only if your name it on the title of the property as co-owner.   You cannot claim property tax unless you are legally liable for paying the tax and you actually paid it with your own funds.
