If you got a round 1 payment you should also be eligible for a round 2 payment. The IRS may have used 2018 data if they could not use 2019 data.

If you never got either round 1 or round 2, you can claim a rebate by filing a 2020 tax return, even if you have no income. (However, if you have no taxable income, you will need to create $1 of hobby income or bank interest so you can e-file. It won't cause you to owe tax but you can't e-file a return with zero income.)
