If I didn’t make enough in 2018 to be required to file taxes, how do I exempt 2018 so I can file for 2019?

You do not "exempt" 2018.  You just do not file anything for 2018.   You can use the online software for a 2019 return.  When it asks you for a 2018 AGI, say you did not file a 2018 return--or try using zero as your 2018 AGI.
