If I don’t file for state, why am I still being charged $80?

You can review the fees associated with your return by following the instructions here

 

If you have a fee associated with your federal and choose to have that fee deducted from your refund, then you would incur an additional fee.

To not pay for state you have to delete it. You can try to delete the state,

Or you have the extra 39.99 Refund Processing Service charge (44.99 in California)  to have the fee deducted from your refund.
