If I enter 1099 dividends on 1a and 1b, why are the 2 added together?

They do not get added together as taxable income on your return. 

The amount reported on Line 1a of the 1099-DIV will appear on Line 9a of Form 1040; the amount reported on Line 1b of the 1099-DIV will appear on Line 9b of Form 1040, but line 9b is not included in your income total.

(See attached example with $5k of Ordinary Dividends, all of which were Qualified  Dividends).

The answer did help me. The issue is that when filing my return on TurboTax, the program added them together. Turbo tax has an ERROR in how it handles this, at least on my return. Should I leave line 9b blank to aviod it being added to my income? Are you going to fix the error? How should I proceed?
