Question

If I filed a form 8843 in 2020, do I have an AGI number from the IRS?

Form 8843, Statement for Exempt Individuals and Individuals with a Medical Condition has nothing to do with a tax return.

If you are US resident alein with a Social Security number or an ITIN issued by the IRS and did not file a 2020 tax return then enter a 0 (zero) for the 2020 AGI so that you can file a 2021 tax return.

If you are a nonresident alein then you cannot use TurboTax.  You need to file a Form 1040-NR which is not supported by TurboTax.  See this TurboTax support FAQ for a Form 1040-NR - https://ttlc.intuit.com/community/forms/help/does-turbotax-handle-form-1040nr-for-nonresident-aliens/00/26295
