If you are e-filing, you will need to enter IP PIN for all taxpayers that are required to have one, to validate identity. The return will be rejected if not included on e-filed return.

Only the primary taxpayer listed first on the tax return needs to enter their IP PIN, if you are mailing the return. And if you have to mail it, you will need to write it in by hand on the 1040.
