If I got a refund on my 2019 taxes, does that mean I had zero tax liability for 2019?

No. It does not mean that you have zero tax liability.

 

If you have a refund, this means that your taxes withheld (on your forms W-2, 1099-R, etc...) exceed your tax liability.
