If I had earnings of $380 in 2016 and it was not enough to generate a W-2, do I report it?

There is no minimum amount for an employer to issue you a W-2 since there would have been FICA taxes withheld even if there were no income tax.

If you were not an employee, then $380 would have been too little to issue a 1099-Misc. You would still have to include the income.
