If I left the USA during the tax year but still pass the substantial presence test, is income earned on in the new country (taxed locally) required to be declared?

Yes. The IRS says resident aliens report their entire worldwide income on Form 1040 like U.S. Citizens and they may not claim exclusions of income based on Tax Treaties (with certain exceptions for foreign students and foreign scholars).
