If i live and work in the same city, do i need to file city taxes?

Yes, if your city requires it.  Not all cities have city taxes.

I'm pretty sure the taxes are already taken out of my checks for city, if i did my math correctly they took out the exact same amount at the tax rate which is .02%

Yes. From the Westerville website FAQ:

Q. I reside in Westerville, my wages are my only taxable income and my employer is withholding my Westerville tax liability properly. Do I need to file a Westerville tax return?
A. Yes. The City of Westerville has mandatory filing for all persons, age 18 and over, who are residents, or who do business within Westerville to file an annual income tax return.

Although it's possible to do a Westerville return in Turbotax (use CCA form), you'll find it easier to do by hand or PDF fill in at the Westerville web site.
Note that you can take your W-2 to the city office and they will prepare your return for you.
