If I move from WA to VA on November 10th. Do I only pay VA state tax for the income after I move to VA, or do I need to pay for the previous income tax when I live in WA?

You only have to report your income and pay state income taxes in Virginia based on the date you moved into that state. Since Washington state does not have a personal income tax there is no state income tax return for WA.
