If i owe money towards my health insurance does it come directly from my refund
It depends on what you mean by "owe money towards my health insurance"
If you had a 1095-A from the Healthcare Marketplace and the program told you that you need to repay part of the Advance Premium Tax Credit (column C of the 1095-A), yes, the program automatically adjusts your refund for that.
If it is some other type of health insurance payment, no, that should not affect your refund.
