If I set up to have payments drafted from my account when I e-filed, do I still have to send in a payment voucher??

no. the purpose of the voucher is to accompany the payment. probably what happens at the IRS is the check and voucher are compared and then the voucher goes to data entry while the check goes to a different place to be processed.
