IF me and my wife separated in June, 2019. Divorce still pending, my wife had no income in 2019. Can she still claim the kids still?

If they lived with her a longer time than they lived with you in 2019 then she is the only parent that can claim unless she releases the dependents to you with a signed 8332 form that you include with your tax return.

With no income, claiming the children would be of no benefit to her (she might not even need to file at all).
