If my 19 year old son is a full time student and I have claimed him on our tax return does he still need to file a tax return?

He filed with Turbo Tax as an 18 year old last year but this year has little income.

If your son has little income -- or had no tax withheld from the income then he does not have to file a tax return.   The exception would be if he had over $400 of self-employment income.   If he worked as an independent contractor he has to file if he made even $400.   If he had a W-2 job with no tax withheld then he does not have to file unless he made over the standard deduction amount of $13,850.   Of course, if he has a W-2 with amounts in boxes 2 or 17 for tax withheld, he can file to seek a refund.
