If my child has complete heart block (born with it), would he be considered disabled on tax dependent information?

He can do light work at his own pace, but he also has very bad stress in social situations, making it doubly difficult for him to work a job.

No, don't mark that box.   For tax purposes, both 1 and 2 have to be true:

 

  1. You can’t engage in any substantial gainful activity because of a physical or mental condition.
  2. A qualified physician determines that the condition has lasted or can be expected to last continuously for at least a year or can be expected to result in death.   See Physician's Statement.
