If my Federal was accepted but my State was rejected, would i still receive my Federal?

Yes. 

Federal refunds are processed by the IRS, however, State Returns are not.

My federal was accepted, but becuase I used July 15, 2020 as payment date for both, AZ kicked my state back.

I would like to adjust my payment date for just AZ to 4/15/2020 and then submit just the AZ.  

What I am currently doing, lets me change the payment date, but then looks like Turbo will automatically resubmit both FED and State

We are still waiting for IRS guidance regarding updating or providing direct deposit information for the stimulus payments and how they will be distributed to these type of accounts. We will have more information once the government finalizes the details.
