Question

If the IRS will be taking tax owed for 2019 out of my bank account, will it also take out future quarterly payments when they are due? Or do I have to mail a check?

Quarterly estimated tax payments are voluntary, so you would have to send the IRS payments using IRS Form 1040-ES to be mailed with your check.  Or you can use the IRS payment website - https://www.irs.gov/payments

The IRS will not debit your bank account for estimated quarterly payments.  You can mail the 1040ES forms with a check or money order or you can pay on the IRS site.
