No. The refund processing fee is because, to pay from your refund, your refund must be sent to an independent bank that opens an account in your name, deducts the fees, then send the rest of the money to your regular account and closes the temporary account. That takes time and money, so they charge extra for it.

No; there is not a fee associated with paying your tax preparation fees upfront at the time of filing - the fee only applies to the service that allows for the fee to be deducted from your refund. The FAQ's below serve as a reference.
