No, FEMA assistance is not taxable and is not included on your tax return.

Is it reportable as an includable asset on the deceased tax return or deducted in arriving at funeral expenses on on the estate tax return??

No, it is not reportable as an asset on the personal return.  It is not included on the personal return at all. 

Funeral expenses are not deductible on the 1041estate return to determine taxable income. 

 

 They are only deductible on form 706 when trying to calculate the Federal Estate Tax.  If you are entering funeral expenses on form 706, then yes, you would need to deduct the amount you received from FEMA from the amount you enter.
