Is there anything that I can do myself to get refunded for the city tax that was withheld in error?

it depends.  in some cases ADP acts as the employer.  it's name tax ein are on the w-2.  in this case it owes you the money.  in other cases ADP is merelly a service company for your employer and files w-2's using your employers's name and ein on w-2.  in this case tha company should have gotten the money back and it owes you the money.  talk to HR to find out what happened and who has your money.

since you say amended payroll tax returns were filed and you got a corrected w-2 without the withholding, you have no ability to file a return to get $$$ back.

in future in a similar situation it is usually easier and faster to file non-resident return (may need to be prepared manually becuase TT does only some cities) to get $$$ back
