In 2020, I filed an injured spouse, my husband passed away 2019. He owed federal taxes that was in his name only from business. They kept the entire refund. Why?

You should have received correspondence from the IRS regarding their determination. When it comes to an Injured Spouse claim, only the IRS can make the determination. If you have that documentation, you can contact Audit Support if you prepared your return through TurboTax. Otherwise, you would need to contact the IRS directly to get additional information.
