In Arizona (married filing separately and both itemizing) which spouse files the 1099 INT from a joint bank account? Can only 1 spouse file it and pay any taxes?

Yes, you can choose to have one spouse include it on their return, or you can split it.  If you choose one spouse, it should be the one whose social security number (SSN) is on the form.

It is your choice who reports the 1099-INT on their tax return.
