Question

Income around $36,300 (widow) with standard deductions. Does anyone ever get a refund if you are similar to this?

If you have no dependents and no earned income from working, then you do not qualify for many of the Federal tax credits.  You would likely only get a refund if you had too much withheld, or paid too much in estimated tax payments.  But ideally, one should break even at tax time.
