Installing 2021 H

I have disabled all unnecessary startup programs. I have created a c:\temp folder and allowed full control to Everyone, I set user environment variables for temp and tmp to the c:\temp folder. I have a physical CD and have downloaded 2 additional copies from intuit that behave exactly the same. I am running Windows 10 Home 21H1 and have plenty of RAM and disk space. Any help would be appreciated.
