Interest income from the IRS

I have a letter from the IRS stating I have $26.08 in interest that should be reported. 

I understand how to find and fill out the 1099-INT form,

However, I didn't fill out the FEIN because the letter doesn't mention it and Turbo Tax keeps bouncing back to that at my federal review.

Try deleting the form and re-entering it.   You do not need the FEIN and the needs review message will not prevent e-file.   The payer name (IRS) is sufficient.

since the EIN won't be used for anything you can use 36-1234567.  I guess that Turbotax asks for the EIN because there MIGHT BE withholding taxes.
