International Student, American Opportunity Credit, No 1098T or FEIN

My son is in her first year at the University of York, UK. 

 

They do not offer a 1098T.  York is on the FAFSA list and I get the federal ID number of 00670000, but that is not the FEIN required.  Because of this, I seem to be excluded from the American Opportunity Credit and probably other deductions.  I have reached out to York but they are not getting back.  Old hacks like 99-9999999 no longer work.

 

I feel like I am chasing my tail.  York is on the list, so eligible.  But TurboTax won't let me deduct it.

    I have run your scenario in the TurboTax online program.  It accepts the 99-99999 as the FEIN and allows the AOTC.  If it does not allow you to e-file, you can print out the tax forms and paper-file.  See images below:
