IRS and the state of NJ never receive my tax forms for Federal and state and I would like to know if I can electrically file the forms now?

No, it is too late to e-file your 2019 federal and state tax returns. You can file by mail if the IRS and New Jersey never received those returns.
 

If you can’t find a W-2, send in your forms without the W-2. The IRS and state should have your W-2 information on file from your employer by this time.
