Is it possible for box 18 to have exact number for 3 different states worked on one W2? In one case box 18 is a larger amount that the whole state’s wages

One employer across multiple states and cities. There are several rows of box 18-20. Three of the rows have the same exact number for box 18 let’s say 5000 but each one is a different state and locality and local taxes. Is that possible? On one row the local wages of 5000 is much higher than the associated state wages(3000). Is something like that also possible?

Yes, it is possible but does not happen too often if the cities are in the same state.  Each state and locality has withholding rules as to what income the employer must withhold.  An employer does get penalized if they do not report the correct income or withhold enough so there is no reason to doubt the numbers, but if you do, you can go to the locality and look at their rules to do your own calculations.
