Is it possible to delete a service charge like "pay using federal return"?

I am getting charged $40 for using my federal refund to pay for my turbotax balance, however I didn't have enough in federal taxes coming back to pay for it and there was no option to pay the rest of the balance with a visa if I used the refund for partial of the balnce
