Is it possible to refill my rejected 2020 return on my phone, I do not have access to a desktop.

No. E-filing of Tax Year 2020 returns closed in October; TurboTax phone apps are an extension of TurboTax Online. At this time, you must file a paper return; you'll need TurboTax CD/Download 2020.

Do you have a PC or Mac laptop and a printer? If so you don't need a desktop for TurboTax CD/Download, just a way to install it on your laptop (CD/DVD drive, download to laptop or flash drive, etc.)

Literally all I have is my phone.

And it was rejected last year due to a typo in my DOB...

Doesn't matter. If you didn't fix your rejected return before TurboTax Online closed, it's too late to fix it now; you simply didn't file. If you don't have access to a PC or Mac to install TurboTax CD/Download, you'll have to fill out the paper forms some other way. If your phone can access a printer, try downloading the PDFs on your phone (all IRS PDF forms are fillable), filling it out in a PDF reader, and printing it from there.
