Is it true that if you file before the 10th, then you’re automatically scheduled to get your return on the 21st ?

That is not true. There are no filing dates that automatically guarantee how long it will take to get a refund. The IRS says that most filers will get their refunds within 21 days of when they file their return and it's accepted regardless of what date it is filed on. Some refunds take longer.
