Not necessarily, but if you have not received your 2020 refund, that means either the IRS has not gotten to your 2020 return yet or it is still figuring out the problem with your SSN.   If that is true, then the problem with your SSN has not been fixed and may delay your 2021 refund.   I am assuming that you had to paper file if there was a problem with your SSN.  The IRS has a significant backlog of returns from 2020 that have not yet been processed.   

to get the facts for the delay, you need to contact the iRS. only it can provide full info. you'll have to keep trying because at times it's difficult to get through to an agent
