The parent the child lives with most normally has all tax rights.

But is his girlfriend allowed to claim him on her taxes since he is NOT her child?

If he is Not her child, And he does Not live with her, then she has No right to claim. The Parent must file a return by mail to claim; An e-filed return will be rejected claiming any child claimed on a previous accepted return. IRS will sort out the truth via letters asking for proof.

She lives with my son's father and has her own kids, but I know that only one can claim head of household
