Is paying a court ordered payment to another person in civil court considered a debt payment in regard to a 1098?

a 1098 is issued by a mortgage company for the interest paid on a mortgage. I can see how it would apply to your situation

there is form 1099-C issued when a debt holder discharges the debt owed by the borrower. Again I don't see how it would apply (individuals do not file this form)

if this was a payment on a business debt for goods or services received perhaps a 1099-MISC or 1099-NEC if over $600 but you would need an identifying number either an EIN or SSN to properly issue such a form if required.
