Is the deluxe version able to file form 8854 for me?

TurboTax does not support IRS Form 8854, Initial and Annual Expatriation Statement

    so is it ok if I prepare other forms at turbo tax deluxe and manually file form 8854 to IRS?

    Yes, you can use TurboTax if you are a US citizen or a US resident.  A nonresident alien cannot use TurboTax since the program does not support IRS Form 1040NR which is to be filed by nonresident aliens.
