Hi sdbloomfield, You can access the questions regarding repaying the first time homebuyer credit by doing the following:

Click Federal on the left side
Click Deductions & Credits at the top
In the Your Home section, click Start (or Revisit) next to Homebuyer Credit Repayment.

When I click "Yes, but the home i received the credit for stopped being my main home on or before December 31, 2017", and then continue there is no option to make a payment and it brings me right back to "Deductions & Credits".
