Is the recommendation to file an extension for state taxes if you are filing an extension for federal taxes?

My state taxes are already set, but TurboTax doesn't allow to submit the state level ones before the federal ones - https://ttlc.intuit.com/community/e-file/help/can-i-e-file-my-state-return-before-my-federal/00/25545

Seems like the idea is to file an extension for both (with payment).
