You can use the federal ID (Payer's TIN) in the state box, 10b.

TurboTax requires that if box 11 has a value, then boxes 10a and 10b must also have entries. Box 10a is probably the two-letter state code for your state. The filer identification number for box 10b is likely to be the same to the Payer’s TIN on the left side of the form.

On a form 1099G box 10a is a two letter state postal abbreviation for normally your resident state but could be for any state that has withheld taxes for state income.  Box 10b is a unique number used by the state in box 10a to identify the payer on the 1099G.

You can use the federal number (box 10b) for the state section if a state identification number has not been supplied on your Form 1099-G. Be sure to include your state two letter abbreviation in the slot when making your entry (box 10a)
