According to TurboTax, the updated form 5695 was turned on yesterday, March 2.

The credits are available in the Your home section of the deductions and credits page.  If you are using the desktop version installed on your own computer, make sure you are connected to the internet and have checked for recent updates.  If the credit is still not there, you may have a failed update or a registry problem.  Try uninstalling and reinstalling the program.

Update:  The credit was restored in the budget that was approved on Feb 8, 2018, retroactive for the 2017 tax year.  It will probably take 2-4 weeks (or longer) for the IRS to update their computer systems to accept tax returns with this credit, and then for the IRS to approve tax software providers to update their systems.  You can file now, and then file an amended return later to claim the credit, or you can wait until everyone catches up and the credit appears in the program.

No, it expired at the end of 2016.

There is a possibility that it will be renewed but that hasn't happened yet.
