is there a way to get Turbo Tax desktop to let you manually fill out a 2210? It just automatically selects some blocks that cannot be changed and forces me to penalty

Yes, you can. Follow these steps:

Switch to Forms mode.
Make any changes necessary. You can right click and override a field or data source back to a good entry point.
Switch back to step - by- step
Go through the program to be sure it has picked up your entries and there are no issues.
Return to forms mode.
Cancel any overrides
