No -- not if you are talking about e-filing just your state return without also e-filing the federal.  You cannot e-file the state return by itself unless the federal return has been transmitted and accepted.

 

If you're talking about just preparing your state return, keep in mind that, in order to prepare your state return, you will have to go through the interview for the federal return and prepare it first.  The information from the 1040 then flows into your state return.

 

If you only want to prepare your state return, many states let consumers prepare and file the state return on their website.  You can check with your state Department of Revenue to see if you state offers that service.  Click on this link for information on contacting you state Department of Revenue:  How do I contact my state Department of Revenue?
