Is there a way to pay only half of a 2017 IRS balance, if husband are wife are now separated, filing for divorce and filing 2018 taxes separately

The IRS will hold either of you accountable for a tax debt owed from when you were married, and they will seize the refund from either of you.  This is one of the issues you will have to settle during the divorce proceedings--who pays the IRS and how much.  Talk to your attorney about this.
